He was the first of many children to be born to his parents' recently completed manor house which later became the home of the Snows. He was baptized at Indiantown Presbyterian Church on March 11, 1855, but joined Union Methodist Episcopal Church by profession of faith on June 14, 1874. His Father died on December 27, 1856, and his uncle, Lt. Thomas Moses Britton, who had recently completed his studies at Davidson College, was appointed his guardian. As a child, Chandler lost his right hand when it was crushed in a sugar cane mill. However, the amputation of his hand proved more a challenge than a handicap, and excellent horseman and fist fighter he learned to compensate by his pluck an coordination. He attended private schools and Wofford College. On January 6, 1873, his guardian paid $138.90 as borad and tuition a t Wofford College. On April 23, 1874, he married Martha Alice Huggins, daughter of George Samuel Briley Huggins and Elizabeth Timmons, who bore him eleven children. A devout Democrat, Chandler began his political carrer as an active "Red Shirt" in the 1876 gubernatorial campagin. He was ever quick to take the stump to espuse his views. He represented Johnson Township on the Williamsburg County Board of Commissioners for several years and thereafter was elected to the office of Supervisor of Williamsburg County and held that office for six years. His fiery and opinionated oratory and his hot temper were the causes of many fisticuffs in which he actively participated despite the loss of his right hand as a child. Chandler was twice elected to respresent Williamsburg County in the house of Representatives, serving in the 69th and 76th General Assembles where he held a seat on the committees on Agriculture, Education, Public Schools, and the State Hospital. He ably took the floor in defense of his beliefs and Senator Edgar Brown later recalled that "Mr. Chandler was hot tempered, but his fellow representatives respected his opinion." He served on the Board of Trustees for Union High School for over twenty years, serving as Chairman from 1905 to 1922 and "the success of the school was largely due to his personal supervision." The pupils and patrons of Union High School presented him a large silver cup appropriately engraved upon his retirement of Chairman in 1922. He was Trustee of Wilson School District in 1923. Chandler was a devouted member of Union Methodist Episcopal Church, serveing for many years as Chairman of the Board of Trustees, Chairman fof the Board or Stewards, and Lay Leader. He was a progressive farmer and an early proponent of extension work by Clemson College. It was through his efforts that a new voting district was estabilished in Williamsburg County in 1925 to be known as Henry Precinct. His first wife having died on April 1, 1914, Chanlder married secondly Mrs. Carolina Myers Cook of Augusta, GA, on October 25, 1916. On the day before, he addressed a letter to Professor Otis M. Mitchell of Union High School requesting the Professor Mitchell anounce his intended marriage to "his friends, pupils, and teachers", and exspressing the hope that this decision would enable him "to give better and more faithful service to my church, school, and community". Chandler suffered several heart attacks during legislative sessions in 1925, and subsquently died at his home at Henry, on Sunday December 13, 1925. After funeral services conducted at Union Methodist Episcopal Church on Monday afternoon, December 14, 1925 his remains were laid to rest in the Chandler Family Plot adjoining cemetary. His minister decribed him as a Christian and a citizen who "labored faithfully and unceasingly to the end and never shirked a duty, however hard...". A memorial session of the House of Representaives was held in his honor on Wednesday February 24, 1926, where he was recognized as "and honest and manly Representaive of the State Of South Carolina... who, by his congenial and convival spirit, and by reason of his splendid manhood, merited the admiration, respect and warm friendship of those whose lives he touched and infulenced by his life and career..."
