According to Tonyia McGirt, public information officer for the Sumter Police Department, Janet Barrineau Derrick, 72, who operates the non-profit Carolina Helping Paws Rescue, and Diane Stevens Bochette, 66, both of Sumter, turned themselves in Wednesday, May 10, and were booked at the Sumter County Sheriff's Office Detention Center. In October 2022, an Animal Control officer found a dog wandering in the Sam Smith Street area. When the officer tried to locate the dog’s owner, she went to the door of a nearby house. No one responded but multiple dogs were heard and a foul smell was coming from inside the home, McGirt said. Derrick and Bochette later gave officers access to the house, which was covered in feces and urine, according to McGirt. Officers determined that 27 dogs, including four found outside, were kept inside the vacant house, which was owned by Derrick, without food, water or care. At the time, Bochette was to care for the animals while Derrick recovered from a medical condition, McGirt said. The dogs were recovered from the home and taken to the county Animal Shelter. Four were later euthanized and the remaining dogs have been adopted. Derrick is charged with four counts of abandonment of animals, and Bochette is charged with four counts of ill treatment of animals, McGirt said. Warrants were issued this week as officers continue to gather information for the case.
