He was promoted to director of the regional office in Atlanta in 1974, and worked in the Atlanta office for the next 12 years in various positions, including special assistant to the regional administrator and regional administrator. He was also named the chairman of the Southeastern Federal Regional Council by former President Reagan in 1981. The council was comprised of representatives from 13 government agencies including the Defense Department and the Labor Department. He served on the council for two years.  [3]
